Just your imagination. I am starting to think the purpose of you posting in this thread is just trolling ...
Just because you don't like a 100% legit solution, that doesn't nullifies it. You can as well play the game naked with no armor and an Iron Dagger with 100% difficulty, so you taste challenge,and get owned all the time and not to have an advantage against the enemies in the game.
people are not obliged to put these kinds of restrictions on their gameplay because you see the mechanics they use OP. What you think =/= reality. Period...

Killing her with 100% chameleon worked when she was sleeping in guards barracks with 12 other guards in room with one staring right at her. Oblivion logic.
She is near the chapel twice a day: early in the morning when she walks through the graveyard on her way to her enormously-long breakfast-lunch-tea at the Three Sisters' Inn, and around 3 PM when she emerges from her gorge-fest. At either point, tell here you "need to see her dead" (she will agro on you) and then run for the chapel.
Go into the chapel, run down the steps to the lower level, enter the Undercroft (I like to pick the locks in advance to feel like I am preparing my trap in the manner of a professional assassin), and then start doing laps from one side room to the other. The Undercroft is laid out perfectly to allow you to avoid getting hit by Caelia: run down the middle going into a side room, around a column to either side, back towards the main room while Caelia barrels down the middle, cut back through the door and repeat. You should dodge the ghosts and let Caelia suffer their frustrated wrath.
A couple of notes:
1. Take off any Reflect Damage gear. If Caelia manages to hit you and you are Reflecting, you will be charged with assault.
2. Put on any Resist Magic or Absorb Spell stuff you have in case you get hit by the ghost's spells.
This still works in Remastered Edition. Thanks!
