TL;DR: No and Oblivion modding is more difficult then Skyrim Workshop modding.

Essentially to install mods through Wrye Bash you need to move them to the right folder (on my PC it's something like f:/steamlibrary/steamapps/common/Oblivion Mods/Bash Installers - my Oblivion directory is f:/steamlibrary/steamapps/common/Oblivion so from there it's just up one level and then look in Oblivion Mods) and then click on the "installers" tab in Wrye Bash.
For most mods all you need to do is right click on the mod's installer and hit "install" - some mods are a bit more complicated and you need to look in the bottom right corner to see if it has multiple options, and a few have a BAIN "Wizard" which is just a type of installer that gives you a menu of options to choose from.
If you get stuck, posting either here or on the Bethsoft Oblivion Mods forum (google "bethsoft oblivion mods forum" and it'll be the top result most likely) should get you all the help you could wish for.
(To be honest, Skyrim modding gives far better results, more stable, etc if you don't use Workshop mods, too, but that's a story for another board...)

Having said that I've got NMM installed and ready to mod. What are:
1) Essential first step mods? (I see OBSE mentioned but is it necessary? Are the unofficial patches necessary for the GOTY edition?)
2) What is the best leveling mod? (I'm leaning towards Attribute Modifiers on Levelup to 5 by Dogan80 but would I enjoy the game more (better immersion) with Realistic Leveling?)
3) Best facial mod for yourself and NPCs?
