The weapon with the highest base damage in the game can be obtained by killing the NPC named Umbra, who is is Vindasel, which you already have.
Umbra may have the highest base damage in the game, but there are still several swords that are better because their enchantment damage will surpass the base damage of Umbra, such as Dawnfang/Duskfang from the Shivering Isles and a few artifact weapons. Then there are many enchanted Ebony and Daedric weapons that will do more damage than Umbra with their enchantments active.
The best shield in the game is obtained by completing the quest for the first sword I mentioned, the Honorblade of Chorrol. Returning the Honorblade to the castle will earn you the reward the Escutcheon on Chorrol. It is a leveled Ebony shield with very high reflect damage, but it is best to wait to return the Honorblade of Chorrol at level 25, when the Escucheon will be at its highest level.
Also, the Bannered Mare is in Whiterun, not Chorrol! :-)
How is the Honorblade "the best low level sword". It does 23 damage (base). Umbra does 28. Both are obtainable at level 1, and Umbra doesn't even require a quest to get it.
Because at low levels your damage is capped because of your blade skill, so you won't get the full damage rating of either sword and at low levels the damage depending on what blade skill you start at makes both swords pretty close damage wise. Umbra does have more base damage, but by only a couple points.
The problem is you will not have the Armorer skill or gold to repair Umbra consistantly or at all. It will be very expensive keeping it at top damage because of its cost to repair, unlike the Honorblade of Chorrol which you can easily repair yourself without cost.
Since you are paying for Umbra to be repaired, you are not raising your own armorer skill, while with the Honorblade of Chorrol you have a high damage sword with high health that you can repair yourself and raise your armorer skill.
If you want to run around with Umbra at level 1, that is cool, but it is not very efficient imo, especially if you want to save money to buy a house and a horse asap, but I guess it depends on your playstyle.
