just drop it into "data" folder in steam direction ;) (unpacking also)

I thought there was a "manager" program that can install apps? I just wish oblivion has official steam workshop for mods. OMG I would love that.

It actually mentions OBMM (Oblivion Mod Manager) and NMM (Nexus Mod Manager), they do all the work for you basically.
