Bleak mine guards EVERYWHERE?!?!

Ok so this has never happened in all the time I have played Oblivion, I completed the Malacath Quest where you free the Ogres from the bleak mine, but ever after the bleak mine guards just show up around Cyrodlil at completely random times and cause sh*t and sometimes end up screwing up a tail im doing on a NPC (They even "Helped" me do a Dark Brotherhood job by killing my target :P) its really annoying that these fellas keep showing up, anyone know why? can I fix this bloody issue?!?

*Addendum* They keep yelling at me "Theives break in but they don't break out!" and "your living on borrowed time thief!" and yet they do nothing to me...but start killing everyone else in sight....
