They're not breaking a law. Nor are they breaking any treaties. Countries aren't bound by other countries laws. North Korea is not a signatory to the Berne Convention (a treaty about copyright). NK can essentially do whatever the ♥♥♥♥ they want. It's up to US diplomatics to wring their hands and say "please stop".

If you know anything about North Korea, you should know they really really don't care about the law. Officially sanctioned crime is one of the main contributors to North Koreas economy. :P

Actually they do care about the law. They care about North Korean law. And Glonous Leader doesn't care about US Copyright law because North Korea is not the US. Duh.

Wait... a desolate place of hopelessness and despair where inhumanity is the rule rather than the exception and the self made diety holds power through brainwashed minions whose enforcement consists of fear by way of threats of torture, punishment and death. Sounds like a Plane of Oblivion to me so.... I'd say the theme was entirely appropriate.

They really don't care about the law, they break most universally accepted laws. I get that it is technically legal since it is state sponsored similar to the way you can't really break the law in Somalia.
