Oblivion Master File not first in load order

OBMM and NMM both state that Oblivion is loaded first, but when I click on Data Files in the Oblivion Launcher, it says that all of the DLC and several mods are loaded before Oblivion.

NMM and OBMM are pretty good at being correct about the current order of mod loading. I would suggest getting LOOT (Load Order Optimization Tool) to make 100% sure that things are in their correct order. LOOT isn't perfect at correcting load orders. It is an AI that can both check listed masters of files (for compatibility patches and such) and checks a gigantic master list of proper load orders reported by users over the years.

All that said LOOT is still good enough to 100% be able to kick your base files (base game and official DLC) into their proper order regardless of what the launcher says.

You don't actually need to worry about the main master file: the game doesn't care where it is in your load order, or even if it's listed in there at all: it's always loaded first.

well the game isn't booting up after i hit play in the launcher... so...

right after i click play, a black screen pops up and goes into fullscreen mode, then immediately closes out.

No not LOOT, get BOSS. LOOT for skyrim(I cant believe i have become one of THOSE dudes who gives random modding advices). And per chance if you have unofficial patches installed and activated, deactivate or uninstall them. They are mostly just shader fixes anyhow. Also i advice against NMM for Oblivion. Use just OBMM or Wrye Bash instead(again, jesus. Thats what two weeks of hard modding do to you i guess, you change).
