I disagree. I've used it several times and had great success in Oblivion. You do need to know the basics of modding though and if you don't or just need to understand how Vortex handles mods etc., jump on over to Gopher's YT videos on the subject. He does a great job explaining things clearly and thoroughly for beginners and those needing a refresher on Vortex.

I meant this in context for a beginner to Oblivion, which sounds like the OP's scenario. I believe there is enough to learn without working on a mod manager that may not intuit proper installs for this game, like Vortex or a complex mod manger, like Wrye Bash. I don't think it's effective advice for a beginner.
Well they(OP) say they've clearly played Oblivion but it's been a long time sooooo not sure how you've come to that conclusion. Gopher's vids are aimed at beginners to modding but are still valid for those that know more about it. I'm only saying what my experience is. If you don't agree, that's fine.

I agree that UOP is a good start when modding Oblivion as well as the UOP DLC version if you have the DLCs. However, true story here, I recently had an issue with the UOP patches myself in that they actually introduced the "Mystic Emporium bug" into my game instead of fixing it. LOL! I literally had no issues with that particular bug until I installed UOP. I did happen to find they corrected it with a small patch released in 2018 so that worked out but it just goes to show that even these large, highly recommended patches made by excellent modders can still have problems and are not entirely without errors.

I haven't played Oblivion in half a decade. Just, a few minutes ago, set up Morrowind GOTY (from CDs). Gone are the old bug fixes. The graphics and script extenders are combined (no more silverlock). And the combo also uses Lua. That's new. And no more "unofficial'Patches. Now its a trimmed down "patch for purists."
I mention all this because it's likely the modding experience for Oblivion has also radically changed in the past 5 years. Enjoy the ride...
