I am not sure, but I think you can't. You have to buy everything again.

We cannot buy deluxe edition if we have GOTY already.

I wonder if a friend who owned the Deluxe Edition, logged into his account on your PC to download the extra resources and esp files from his Deluxe Edition, if you would be able to play the Deluxe Edition on your account since all the files would be there.

steam wouldn't recognise it as the deluxe edition, but it wouldn't be any different to getting the files off'a the KOtN physical disc, really

though you'd miss out on battlehorn using the disc, but battlehorn is probably the weakest of the DLCs anyway, so it isn't exactly a huge loss

Yeah, that would work in the same way as the typical mod installation: drag, drop and activate the .esp files (and register .bsa files when needed.)

Truth be told though, you're not missing out on much in terms of content. SI and KotN are (thankfully) still available, and the various player homes available on the Nexus and such are far better than Bethesda's DLC. Mehrune's Razor adds a reasonably interesting dungeon but the Orrey is completely forgettable.
Plus there aren't any mods that I'm aware of that require the minor DLCs as masters.

Even if Steam allowed for users to purchase the exact same game, it'd hardly be worth it.. I'd recommend checking out the Nexus instead. The community's still got a bit of life in it too.

You can remove the game from your library. This will allow you to purchase the Deluxe version.

I just bought the Delux edition, but can't seem to tell the difference in my library, as it doesn't say Delux and list all the different DLC content, just the GOTY DLC... Kind of weird. I already own the game and all the content on disc, but wanted it on Steam, so just got it again.

In the launcher, check the data files and all the dlc should be there for you
