steam wouldn't recognise it as the deluxe edition, but it wouldn't be any different to getting the files off'a the KOtN physical disc, really
though you'd miss out on battlehorn using the disc, but battlehorn is probably the weakest of the DLCs anyway, so it isn't exactly a huge loss
Yeah, that would work in the same way as the typical mod installation: drag, drop and activate the .esp files (and register .bsa files when needed.)
Truth be told though, you're not missing out on much in terms of content. SI and KotN are (thankfully) still available, and the various player homes available on the Nexus and such are far better than Bethesda's DLC. Mehrune's Razor adds a reasonably interesting dungeon but the Orrey is completely forgettable.
Plus there aren't any mods that I'm aware of that require the minor DLCs as masters.
Even if Steam allowed for users to purchase the exact same game, it'd hardly be worth it.. I'd recommend checking out the Nexus instead. The community's still got a bit of life in it too.
You can remove the game from your library. This will allow you to purchase the Deluxe version.
