That entirely depends. Perhaps you are playing on the highest difficulty? Or perhaps you suffer from the all too common leveling issue and became underpowered in comparison to the world.

Try using scrolls, potions, or staffs to even things out.

How do i know if i am underpowered? Neither my spells nor blade does any damage on them?

If you're playing on a hard difficulty, it takes more time to attack them.

Easy NPCs w/ 100HP gets killed in two strikes.
Hard NPCs w/ 100HP gets killed in ten strikes.

The harder the enemies are, the more likely they will get stronger.

Since you're playing as Mage, I suggest you should get a spell that paralyzes enemies and drain strength from them so they can take more damage. Don't use staffs, they're quite useless. Have to recharge and recharge and so on. Do some alchemy and mix potions that boost your Destruction spells to deal more damage.

I think we should establish first if you are playing on a high(er) difficulty setting. The middle of the slider is 'normal' difficulty. You move it all the way to the right, you will deal 1/6th of the damage to enemies, and enemies will deal 6x the damage to you - it's the other way around for moving the slider all the way to the left (and it increases linearly for anything in between).

As for the issues with leveling, it's easier to just link you to a page that explains it properly.

Staffs aren't useless, I usually keep 1 on me all the times (even as a warrior character) because they can save your life. If you keep a few soul gems on you and use a weapon with soultrap you can easily keep them charged (enough for occasional use, not as your primary weapon).

I've just completed that quest as a lvl 5 Nightblade: you should ready yourself with some buffs, and focus on damaging one of the foes (most likely Agarmir): as soon as he's dead, start evading the attacks while casting some healing on you (or use potions)...

Let me know if it works!

How is your conjuration skill? Summon a creature to help deal with them. You can find a summon headless zombie scroll in the Anvil Mages guild if your conjuration skill is really low.

If you have a high level frenzy spell or scroll, if you cast it on Rolgarel before Agarmir talks to you they will fight each other.

If you have been to the Shivering Isles the Blessing of Mania from completing Through the Fringe of Madness might work depending on your level. Otherwise Ahjazda's Paranoia can also be obtained by completing a more involving quest in the Shivering Isles.

There are several followers in the game that you can use to assist you such as Brother Martin who becomes a follower during the quest Find the Heir which is part of the main quest.

You can always install a follower like Vilja to help you out.

Save your game before you enter the Mausoleum so you can reload if necessary.

Be a heavy armor mage , deck yourself out in HA , summon something with physical attacks , punch said summon 3 times ** I recommend skeleton for starting** and just let him hit you for a few hours , after that I doubt much of anything is going to be hurting you much.

A fellow in The Best Defense sells heavy armor, in the marketplace of the Imperial City. You can also find heavy armor off of Marauders in caves or ruins. The idea then being that you summon a weak opponent to strike you repeatedly to build up your skill in heavy armor.

I wonder, does the 'drain skill' spell still work to get free/cheap training levels from trainers? I have a couple of patch mods installed including the Unofficial Oblivion Patch. If they haven't touched that, that would also be a great way to level up any skill you're not fond of training.

Sorry for the delay reply.

You need to have a soultrap spell or effect on a sword or a bow or what-the-♥♥♥♥ ever.

You must kill them quickly to soultrap and fill it up your empty soul gems.

If you find it difficult to soultrap
against hard enemies, try buy some soul gems in Mage's Guild.

Not all Mage's Guild have it so... yeah.

You better of stealing them. There are plenty in Arcane University.
