Oblivion's DLCs are activated through the same plugin system used for your mods, so all you need to do is copy them from one Data folder to the other and use your mod manager to activate them.
I do recommend backing up your load order files (in AppData\Local\Oblivion) before installing the Steam release, though. Odds are the two versions will want to store configs in the same location.
plus some of my old ones. No problems with my old save files and my level 30 character. Use BOSS for load order. Oblivion on a more modern machine with the graphics mods available is very playable.
There are no other Data files that need copied? Just the ESM/ESP?
Should I just backup my entire Documents/My Games/Oblivion directory just in case, and overwrite it once the Steam install is complete?
If this is all it takes, I may give it a try.

If you're already on that build, then I don't think you'll need or even want to run the SI patch.
Also the BSAs, you'll know them when you see them. Everything you should need is named after the expansions they belong to. Most of the filenames even begin with "DLC", with the exception of Knights of the Nine's.
Wouldn't hurt, but don't forget the separate AppData\Local\Oblivion folder I mentioned before.
AppData is found within your Windows user profile folder. You'll need to reveal hidden files and folders in order to browse there, or, you can paste %localappdata%\Oblivion into the Windows Explorer address bar to jump to it directly.
Good news is GOTY Deluxe Edition is now on sale for $10. I don't mind paying that for all the DLC.
I installed Oblivion via steam. Copied over the esp and bsa files from the DLCs, applied the Unofficial SI Patch, reinstalled Francesco's to include SI, then copied over both folders in 'My Games' and 'Appdata'. Now, when I try to run OBSE, it crashes after the Bethesda logo.

Edit: So I uninstalled the USIP and Francesco's. I was able to get into the main menu. I reinstalled USIP, but the game crashed after Bethlogo. Uninstalled. I reinstalled Francesco's. Crash before main menu.
What the freaking hell. I'm going to have to remod everything through Steam after all. ♥♥♥♥♥♥♥♥♥♥.
Edit: Something definitely has to be wrong with SI. I loaded a game, waited 3 in game days, fast traveled to a few locations, and I haven't received the "Strange Door" quest, nor is the island in the Niben Bay near Bravil.
The SI esp and the BSA files are all in the Data folder. The ESP is checked in the data files list. What else could be wrong?
Edit 2: BRINGO! I've solved the issue. I was sure something was missing with regard to the Data files. I thought there would be a Shivering Isles esM, but there wasn't. Hmmm...I checked the oblivion.esm in my retail Data folder with the one in the Steam Data folder. Lo and behold, the Steam version was 264 MB, while the retail version was 235 MB. So, I copied the Steam version to the retail directory, applied the SI unofficial patch, reinstalled SI version of Francesco's and VOILA! The game loaded normally, and I received the "Door in Niben Bay" quest!
So far, so good!
