Shivering Isle at level 1 character.
Been around the realem of Sheogorath quite some times with my forever-stuck-at-level 1 character. One thing I noticed was there were no Shambles and Scalons to be found. All Shambles were replaced by skeletons, which you wouldn't normally find them in the realem. Same story for Scalons except there's nothing replaces them.

Are they not spawning because I'm level 1? Do I have to level up to see those creatures?

Yes potentially in the base Oblivion one if you level up a certain level the creatures will change depending on your level but you can look it up there should be a Wikipedia page on the net that will tell you based on player level what creatures will appear

Yeah, a lot of the enemies you see in the game will be drawn from leveled lists, and what you see directly depends on what level you are. For example, if your level's in the high teens, you can expect to start seeing Daedroths, Spider Daedra, and Dremora Caitiffs, which are powerful daedra that don't show up if you're at lower levels.
