At higher level blocking staggers enemies more reliably, high level still you will get a chance to bash your enemy which If memory serves disarms your opponent.
The only block that doesn't stagger anyone is low-level hand to hand.
No kinda like staggering from a hit, shield staggers chance is based on your block and the enemies weapon skill(with higher weapon skill hitting a blocking enemy will not stagger you and vice versa).
Overall blocking is actually pretty good in this game, at least in my opinion strong than in skyrim.
