Luck is diminished

I checked the tab to see what could be effecting my stats and nothing is shown to be effecting the Luck stat so I am wondering if this could possibly be a glitch.

Oh and another issue I find is I have no bounty but I can't pray at the chapels?

deff a bug of some kind... if you have a save before you were affected so, then reload... otherwise your screwed (as far as i remember it was rabid wolves that killed you r luck - i know you cant find a devbuff but it should be something like *hellbane?* if thats the case - in your spells and effecs menue you will find it)

As far as no chaple with zero bounty - i think it is either a bug... or you need to have some kind of fame with the local chapel (chorral should always allow you to pray unless bountied)

Probably just a damage luck spell, and infamy disqualifying you from the temple. If you have the Knights of the Nine DLC, you can take a pilgrimage to return your infamy to 0. Also, try a restore luck spell. You can just eat a taproot, green stain shelf cap, or dryad saddle polypore cap to restore luck.

as the OP says... he has no bounties... and iirc... 0 bounty means 0 infamy?

No, infamy persists even with 0 bounty. The gods know what you did. Even if you didn't get caught. It's mostly an issue with murder, Thieves Guild quests, and Dark Brotherhood quests, though; just stealing things shouldn't add to your infamy if you aren't caught.
