Two sides of a coin
Im trying to start the two sides of a coin quest after I finished the main quest but all the npc's roumors are just about the oblivion crisis

Are you sure you're doing it in Bruma?
Have you tried just going to the woman herself?
Have you tried using console commands to start the quest? That's what they're for.
