Would still be able to interact with people she talks to, but could wander the countryside/ ruins and caves without any fights.
There's no way to just turn hostility off?
This be more i think what u want you also probble would want the alternative start mod as well so she didnt start in prison and the mod for when u pick flora it actually changes the flora to reflect u harvested it.
I'm guessing your daughter is under 10 years age so u trying to have it more game for kids.
I recommand contruction set hon i think your going to have to make the mod your self or ask some one sadly i dont no enough to make a custom race that indepth or really at all.
My skills with contruction set is limited to duplicating items crating enchants to apply to them and making my own enchanted outfits and placing them in world thats it.
I did try learning how to make a custom Race cause i read its best way to import your own image to game but then i came across a tool that did that for u easyly so i gave up on custom race making.
But Maybe u can ask around for some one that can make u a custom race mod or maybe look see if there already a friendly custom race like that.

Edit: Also you could do a companion for her that protects her when enamys attack and draws all aggresive aggro and teach her to use a invisability spell to hide is another option.

@ Samantha - The custom race was going to be my next option... I do have some custom race mods installed on my rig and though I am not the best with the construction set, Ill fire up the race mod and see what i can do, (and hopefully not divide by zero somehow) then move them to her pc.

Vilja also a alchemy companion u can set to be essentiral in game in her options you can also with construction set make a armor set or some thing for Vilja that has like enchants on it like 100health regen or some thing so Vilja becomes super op and give her enchants on items to make npc enamy attack Vilja always.
Also Vilja could be a great companion for your daughter if she just wants to be a alcohomist it would fit well and also offer your daughter help sense Vilja can take lead in dungeons where your daughter can follow Vilja around as Vilja protect her.

Factions are under Character. Scroll down to "player faction".
Where there is a InterFactions Relations box, click new and add from the list. Alter the modifier to a high number. Rinse and repeat a lot. I am unsure how many factions would be unimportant to add.
That way could choose any race at the beginning.
Have not tested it. Best way I see is to add "undead faction" with a high modifier number and go walk round the undead.
If all she plans to do is be a wandering alchemist, I don't believe she will encounter most of these scripted moments outside of the tutorial's event. If you do encounter a moment where she has to engage in combat but doesnt want to risk dying, there is also the god mode command "tgm" which would prevent any and all damage to her while also granting her a few other godly abilities like unlimited magicka or carry weight. Oh but one that does come to mind thats fairly easy to stumble across and get invested in when you are just trying to be a helpful character, is Mazoga the Orc. Fairly combat heavy quest about becoming knights, so easy to avoid to, but it is another where having the combat disabled might break the intended event scripts and its really easy to stumble across.
The easiest would be a custom armor set which will not avoid combat but just make sure your character does not get hurt. (I am not sure you can apply faction disposition to an armor).
The second would be a custom race with friendly behavior to all faction.
Both way will require construction set knowledge.
