I notice that the unofficial patch was recently updated (roughly a month ago), and Arthmoor is suddenly claiming that it never contained a paintbrush fix.
That, to me, suggests that he's actually gone and stripped it out, thinking it to be redundant. The version of the patch I have is an older copy (3.4.4 - Nexus currently only has 3.5.6), and certainly my paintbrushes don't float.
Just to confirm, you're simply shift-clicking the brushes within your inventory, right? I notice that a lot of the confusion amongst PS3 users boils down to the method they use to drop things (apparently dropping with L2 makes them float, but Square doesn't), and something similar might be going on between us.
Even the newest version of the Unofficial Oblivion Patch (3.5.6) has meshes for paint brushes in its files. I tried using the paint brush mesh files from version 3.5.4 but it didn't fix the problem.
And yes, I'm just shift-clicking the paint brushes to drop them from my inventory.
I wish there was a way I could get my hands on an older version of the patch like you have.
I then removed the paintbrush NIFs from Data\meshes\clutter\ArtSupplies (where I had them as loose files), and they froze in the air after that.
Next I downloaded UOP 3.5.6, and installed its versions of the NIFs. This corrected the problem again: so the unofficial patch certainly IS required, and the latest version DOES still contain the fix.
So I suppose the next question is: how are you installing the patch? Are you manually extracting it, or are you using a third-party mod manager to install it for you?
Assuming you're right, and the files are in the correct places in their correct states, there's a few possibilities as to why the game wouldn't load them.
I'm thinking that the time stamps on your BSAs might be the issue - Oblivion will ignore the loose paintbrush mesh files if they're "older" than the archives which contain the "official" (bugged) copies. Normally, Oblivion.bsa should be dated 2006, whereas the loose NIFs would be 2008 - I'm thinking the GOG installer might've just dated all your BSAs as 2018.
There are a number of tools which can deal with this, if that's the case. I think I spotted a mention of OBMM before you ninja-editted? Try Utilities => Archive Invalidation => Reset BSA Timestamps.
This fixed the problem, and the paintbrush now falls to the ground!

It'd pay to edit (or just reply to) your comments over at nexusmods to note that 1) UOP does still contain a fix and 2) you had to reset your BSA timestamps before it started working for you.

Given the sh*t-fits Havok goes into, I'm wondering why the f*ck anyone would even think dropping anything in the open world is a good idea.
Store it in chests, crates, and cadavers. Preferably cadavers. When the game cleans them up, they take the junk with them.
