Fully drawn bows shoot arrows further than lightly drawn ones.
if i dont hold my mouse button for 3 secs for the bow to fully draw it shoots the arrow at my feet
do check mods and other tweaks you might have made
IE with 7z use the option to extract with name of file this will create a directory with file name.
example: right click then choose Extract to "name of archived file"
then open up that directory and probably a second one with name of the mod on it, inside that will be the directories and files.
Create a Data folder, then cut and paste everything into that once that is done move the data folder up one level. use 7z to make a new archive using the original archives name then place your new archive into Vortex or whatever it should work correctly now.
Yes I know a pain but at least you can now use the mod with Vortex.
P.S. a great majority of Oblivion are like this you might just want to get into the habit of converting all the mods you want to use so they will work fine with Vortex
manual installation isn't a option for me and I wouldn't touch it with the Proverbial 50ft cattle prod.
(exception being things like ENB's or any mod or utility that goes into the game folder and not the data folder.) (example Darnified UI)
