What are you referring to? The non-mini-game disposition feature? Then no, it's not required. Though helps sometimes and really easy, as you just press a button.
The chat wheel is actually pretty easy to use once you get used to it. Even so you only need good disposition with someone if you are going to haggle for better price or pass certain speech checks (I believe don't quote me on the second part I am rusty).

You don't have to use it for most conversations. Most of the time that persuasion is required as part of a quest, you're given charm scrolls. Voice of the Emperor works too.
With merchants, the option to ask about rumors grays out once you use it. Once it's highlighted again, you're relationship has improved and you can haggle a few points upward. This works whether there is new info or not.
Still, it doesn't hurt to learn how the persuasion system works.
At this point don't be worried if the character's mood is lowering, you'll make it up later.
By looking at the character's face you should be able to work out how the character feels about each action. You should notice there are two actions the character dislikes and two they like.
The trick to the mini game is to look at the segments in a circle. Your number one priority is to always pick a bad disposition if the segment is hardly full. Never mind about anything else.
If you pick a disliked or hated action when the segment is at it's lowest then you will always make a net gain.
