It's not a bug, the invisibility is not 100% invisible but the NPC's are dumb if you have high stealth skill.

The issue is that the chameleon looks identical to invisibility, but it isn't supposed to. I don't have any screenshots of it, but chameleon is supposed to make the player transperent, but not invisible (unless 100% chameleon)
I was considering downloading a mod that just made the visual aspect do nothing, or changed it somewhat. Honestly, though, unless you get 100% chameleon, Invisibility is pretty much better in every way anyway. The only exception is maybe sneaking around a castle, but even that's relatively debatable.
If you really think theres something wrong, verify the files to replace possible corrupted or missing files and update your drivers.

The different intensities correctly show different levels of translucency. If you can't replicate this, reckon it's your graphics driver.
