A bug *minor spoilers*

I'm doing the The Ultimate Heist quest. I went to the lower floor to press the button which opens the iron gates which allows you to shoot the arrow, but it won't open. Is it a bug or did I miss something?

Unofficial Patch doesn't solve this issue as far as I know.

It is said that restarting the game can solve it, but it didn't work out for me, so what I did is I cramp myself through the gap with high acrobatics around the platforms with pressure plate.

Do note that there's an invisible wall there that prevents you from jumping up there "normally", so as I have described, you basically have to cramp yourself through it. (Or you can simply use TCL console command to fly over there)

Open the console by pressing the ~ then type in TCL to turn it on, when you're done, type TCL again to turn it off.

That ` or ~ key is directly below Esc on all Western keyboards

You may need to enable the console first in the Oblivion.ini file

Shouldn't you shoot the arrow through the hole of the iron gate?
