cant get blessed at chapels
is it because of my infamy level despite paying off fines?

The central altar in a chapel can only be used if your Fame is greater than your Infamy, and you do not have an active bounty. So if you've not got a bounty I'd guess it's your infamy.
yeah I checked, my infamy is higher than my fame. infamy is at like 97 and fame is at 82 lol.

Because if you've been caught doing crime that usually stops you from getting blessed if I'm correct.

Yes. You need to make a pilgrimage to clean off your infamy.

If you have the assassin stronghold/vampire base dlc there's an altar for people with higher infamy than fame to use.

I only have the standard GOTY edition, so only the game and Shivering Isles and Knights of Nine DLC packs

no it doesnt unless i consistently commit crimes in front of witnesses
