Please help me fix CONSTANT stuttering
And yes before you click and clack your keyboards I have stutter remover installed along with streamline and quiet feet max. I have downloaded all the mods I can to try and reduce stuttering

Now to the sutter remover ini
I have tried many many things but nothing seems to help

I added the line iNumHWThreads=2 and that helped.... a little.
I also change iFpsClamp=0 to iFpsClamp=60

Mods I use

Quiet Feet Max
OBSE
Stutter Remover
Streamline
Darn UI
Fov Modifier
Low Polly Grass
Short Grass
Fake fullscreen

Its not fake fullscreen mod because the game still stuttered like this before I installed it
(i cant play fullscreen because if i do when i exit the game my pc will freeze)

I cant see a single thing in my mod list that could be causing this problem.

I know its not my pc not being powerful enough I can run modern games like witcher 3 and fallout 4 just fine.
I have tried lowering the graphics settings and that didnt help at all.
Vsync is not the thing causing this I know that much ive turned it on and off and nothing.
I have also tried playing in winowed and fullscreen mode

So PLEASE ANYTHING I JUST WANT TO PLAY THIS GAME IT SO MUCH FUN BUT GOD THE STUTTERS

Maybe it is because you have too much mods ? You know, Oblivion has an old engine ... so even with a good computer you can have bad performance.
Post your modlist please.
Concerning OSR, try with breplaceheap deactivated or activated, or try to tweak the Heap section (increase HeapSize, change HeapAlgorithm ..)

The Stutter might be normal to a degree. It happens alot in the outside world if you are riding a fast horse you will get mini loads every so often that will appear as lag or stutter.

The micro stutter should normally be reduced when using the mods you are already have. I have never used Streamline, so I have no idea how realiable that mod is.

They might not improve stuttering, but here are a few things you might want to try.

EngineBugFixes: http://www.nexusmods.com/oblivion/mods/47085/?

4GB Patch: http://www.ntcore.com/4gb_patch.php
(Use 4GB on Oblivion.exe, Oblivion Launcher)

lol the irony in that post. anyway, you can try to go into the stutter remover ini and enable replaceheap to =1 then go down to the heap and the default number will be 450, change it to 512. It might or might not help.

Also, omgwtfbbqkitten had 4gb patch listed and I'm not sure if you saw that. It will help. Along with enbseries 0.257 or something like that. Not the 0.181. Drop it into where the oblivion.exe is and then download enboost and put the correct file into the folder that holds the oblivion.exe. let it replace the file.

that's not what the LAA 4gb patch is for, nor ENBoost

oblivion reloaded has a framerate manager that, while it does improve average framerates, doesn't have any appreciable effect on stuttering

OSR's settings and playing on an SSD are the only significant ways to reduce it, and even then you'll never truly be rid of stutter, since that's just how the engine is

one major killer is LOD - having any VWD mod, or using mods like katkat's palm trees (that don't have proper LOD meshes) will cause immense stutter whenever you change cell if you don't use them in moderation

Oh, and FPS limiters, as well as recording software can cause stuttering. Make sure all file access is allowed for your client through Windows and that no security software is blocking teh game, good idea to fully exclude it. Make sure all of your drivers are up to date, google how to update through teh device manager, even a bad audio driver can cause stutters. Lastly, disable all of your mods, start a NEW game, and see if the stuttering stops. If the stuttering does stop could be script overload or incompatible mods or something. Make sure there are no FPS limters on at all, except VSYNC. Removing a mod mid play can also cause performance issues.

then you clearly don't know what causes the stuttering in the first place

OSR itself, for the record, can also be used to limit max FPS, and sure as ♥♥♥♥ if limiting FPS caused stutter, you would see everybody crawl out of the woodwork and tell anybody and everybody that "this mod is bad, don't use it"

this is only true if the mod you're removing is improving performance in the first place; normally if you remove a mod that a save relies on, the save might crash on load - depending on how explicitly it depended on it, not 'degrade performance'

Oh boy, a know it all, one with a little prissy attitude as well. Well, only trying to help out. I HAVE gotten stutter with FPS limiters before, I HAVE gotten stuttering with recording software before, and my friend HAS gotten stuttering having removed a script mod early in his game. Pretty sure the official view is that removing mods can cause all sorts of issues and the only way to do it is to revert to a previous save before the mod was used or you are SOL.`

i have to agree with this i took your advice and disabled the fps limiter in OSR and it improved greatly almost completley removed the stutters

Apologies for the late reply but wanted to thank Owedevil for the advice about a bad audio driver potentially causing stutter, and hope this helps anyone else who runs into a similar issue.

I reinstalled because horrible stuttering had been introduced to my game, but it persisted even with a vanilla install. I have a Soundblaster Z card and Windows defaulted to the wrong output after unplugging my headphones. Changing to the correct audio output device fixed the problem immediately on the next launch.
