MOO might be the same have not looked. With MOO it is skilled based or you can have it lock bashing, just smash the chest open with a sword or axe.

Set OOOOptions.bTrapped to 0 ;0 disables traps, 1 enables traps, 2 enables randomization of traps
Also, another thing that annoys me with OOO is sometimes some chests cant be picked at all without high level security. U can disable that in game by typing this into console
set lapminlock to 0
Any ideas of why this is happening before I disable this mess altogether?
set MOO.ini_traps to 0
and
set MOO.ini_trap_poison to 0
fix it?
If not, i probably need to see your load order to help any further. Did you download OOO updated version? https://www.nexusmods.com/oblivion/mods/46199 or are you using the original ooo. For all i know you could have multiple mods that do the same thing causing issue
