For example, I need to copy:
d:\Games\Oblivion\ (for non-steam version)
or d:\Games\Steam\steamapps\common\Oblivion\ (for Steam, usually)

d:\Games\Oblivion Mods\
(mod installers and configurations for mod manager)
c:\Users\Me\AppData\Local\Oblivion\
(not important, I believe. Some tools for Oblivion can use this folder to store plugins list and settings).
Since "Documents" folder and "AppData" path will not change, in your case, you need to move only the Oblivion folder (or the whole Steam folder, if needed) and it should work fine.
If you will replace SSD where saves and Oblivion.ini are stored (Documents\My Games\) then you should move them to new location, obviously
It's important to note that your Oblivion.ini has to be deleted to be remade.
