The Fog could be a consequence of having reduced view distance to less than 100%
Else if it's just the weather that's stuck, you can try to unstuck it by using the force weather command on the console, like this:

It could be the fact that some mod script is forcing the weather to change back for some reason, or that the weather mod is stuck in particular weather due to a script bug.
You could try 'asking' for a switch, instead of forcing, by using 'sw' instead of 'fw'. Also, you could try switching to a different weather than clear first (for example, 38EEF is foggy, 38EEC is overcast, etc[1]), and then try switching to clear afterwards,

If you're using any weather mods, you might need to ask in the mod's comment section for help.
Also, if you're using All Natural, first check the mod's comments in nexus, and second, the mod has a 'weather debug ring' IIRC (or at least it used to have it) that lets you check and debug faulty weather transitions.
