To the Original Poster Darnify UI which is the base mod that is need for the Dark UI series to work needs to be installed first , off the top of my head i can't remember what site had the files for Darnified UI there is a OBMM version of Darnified on the Nexus i think or you can Google it but you need to have Darn's UI install first then add Dark UI on top and allow it to overwrite if I'm not mistaken.
As I said to Doctor G, Oblvion mods (most of them ) aren't made to work with a modern Mod manager (ie NMM, Vortex or Mod Organizer (though the last one i think you can tell the mod manger where to find the files to install but i don't like MO because everything has to be run under it.))
As for Dynamic Map your sort of on your own , Google is a great way to find information about things small suggestion type Oblivion Mods - Dynamic Map ( if the mod exist there will be results indicating where the mod is and probably (if the mod author did their due dilligence ) will have instructions on how to install the mod on the description tab (Nexus mods i'm looking at you)
small update if you download DarkUID Darn the mod author has also included Darnified UI into the mod . so what i just recently said doesn't apply however if you're using any other flavor of Dark UI i believe what i wrote above is correct.
One further update the map mod you said you couldn't get working the mod author advises using either Wryebash or OBMM to install.
NB Wryebash and /or OBMM is installed into your Oblviion Folder and shortcuts can be added to your desktop to run them , Also I would suggest that you look at Bevelix's Guide to modding Oblivion there is a lot of good tip's and tricks for getting your game ready to mod as well a list of mods to add to your game (the mods are optional as long as you get your game setup correctly to mod that is what is important.
In the time betwen the my post and your answer I figured out how to make some mods work again, but I still have problems with the mods that are UI based.
But with you answer, I'm sure that I will make them work now, so please, thank you :)
