Deluxe Edition Content Missing (Bug/Glitch)
I purchased the Oblivion GOTY Deluxe Edition and I've found some of its content missing. Specifically, I've been given the Deluxe Edition quests (I'm supposed to get them after I exit the sewers, but I got them after I re-opened the game after 8~ hours of playtime) but when I travel to those locations either nothing happens or it's outright missing as I'll explain later.

I've only tried going for two of those quests so far, namely "Repairing the Orrery" and "Frostrag Spire". In "Repairing the Orrery" I'm supposed to find a Redguard bandit with an artifact and a letter in Camp Ales, I couldn't find the bandit or either of those items and I've searched everywhere around the Camp. The quest log didn't seem to update either. The Frostcrag Spire quest is much more odd. Upon arriving at the Spire, instead of finding a Tower I find a giant Error Sign (an exclamation mark within a giant yellow triangle). The quest log updates and tells me to go inside, which I can't.

From here I knew something was wrong with the downloadable plugins/DLC that came along with the GOTY Deluxe Edition. I've checked the "Manage My DLC" page and it says that it is enabled (and, yes, I double-checked to make sure I purchased the Deluxe Edition for those of you who were wondering).

Can anyone here lend me some help or ideas? Perhaps even link me a mod that can fix this issue? I've reported this problem to Steam Support but I don't know how they'll handle this issue as it's my first time encountering one, and I doubt Bethesda Support would be of any help. UPDATE:

I decided to try installing the Unofficial Oblivion DLC Patch and The Unofficial Shivering Isles Patch as installing them somehow didn't occur to me during my initial setup of the game and its mods earlier this week. Vortex prompted me to enable the plugins for the patches to run and now the problems I've faced work just fine.

I don't even get the quests at all.

if you get a giant error sign, game files are missing. you did try steam verify game content already?

Make sure the dlc items are checked in the loader when you run the launcher, click data files, and make sure the dlc items are checked. Again this is in the loader which Vortex/other mod managers will bypass, and like OP did, I strongly recommend installing the Unofficial patches.

Thank you! I completely forgot that you had to enable the bsa files in the launcher. I was having the same issue as the OP. After not playing for a year my DLC just vanished and I was getting frustrated trying to re-enable it. You're the first person in 10 threads to offer any real advice and not just "jUsT cHecK iF iT's DelUxE EdiTiOn"

I bought the game for a friend just recently and had the same problem with a fresh install, all the dlc items were unchecked.
