THE PROBLEM:
After logging over 200 hours of gameplay (usually the upper 200s) for some unknown reason the doors and gates would stop responding immediately and the spell casts animations would become slow and halting.
The following changes to the OBLIVION.INI file appear to work best in fixing this problem. (OBLIVION.INI is found in the My Documents\My Games\Oblivion directory if you installed to the default.)
Look for and make these changes:
AnimationMult=2.0000
uInterior Cell Buffer=9
uExterior Cell Buffer=108
bUseThreadedBlood=1
bUseThreadedMorpher=1
bBackgroundPathing=1
iNumHavokThreads=5
bForceFullLOD=1
bBackgroundLoadLipFiles=1
bLoadBackgroundFaceGen=1
iMinGrassSize=120
iThreads=9
So you're much better off just fixing your save files with an abomb-corrector instead. That also needs to be repeated every few hundred hours, but that's not such a big deal and won't adversely affect your other saves like the suggested INI tweak does.

28) GlobalAnimTimerFix (v1.6)
Regularly resets the global animation timer to avoid problems with non-actor animations after long playing times.
This bug is widely known as the 'A-Bomb' bug.
If you use Wrye Bash then you can easily fix this via the saves tab, right click on your save and select repair Abomb from the menu (about second from bottom if I remember right)
You can back up the save before hand if you want but I've never had any problems even when resetting the Abomb counter on a save that didn't even need it
