If you have an NVIDIA graphics card, updates to the drivers cause this. for some people disabling HDR solved it.

For me, in the Oblivion/Data/Shaders folder, I changed the name of shaderpackage002.sdp to something else. Then I coppied shaderpackage013.sdp and changed the copy's name to shaderpackage002.sdp

(hopefully that makes sense. my screen was gray not green though, so it may be a different issue)

What do I change the name of shaderpackage002.sdp to?

Commonly you'd change it to shaderpackage002.bak, but you could change it to any name really. You could even just delete it, but by renaming it you preserve it for the future if you ever needed it again.
