Bravil Guards are fragging their captain
When I visited Bravil, mythic dawn agent started to attack.
Obviously brave and trusty guards took care of it.
But while they were dealing with mythic dawn agent, one of the guards friendly fired his captain.
So captain was pissed, and she started to attack the guard after agent was killed.

She killed the guard, and then the argonian next to her said 'How could you even do such a thing?' and he started to attack her.

At this point, I realize this will make bloodbath if I don't stop this, so I cast buff spell on argonian, made him to kill the captain.

Many hours of gameplay later, I'm now doing 'Allies for Bruma' quest, and this Bravil count keep saying he can't send his guards because the captain of the guard has died.

So I just resurrect her with console, but now the guards are starting to attack her.

What a mess. How do I even stop this?

Interresting glitch... I never encountered it. I thought that need at least three-four attacks if you're the same faction and has 100 disposition.

You don't stop this. You have messed with the laws of nature. That captain should never have been brought back. This is the beginning of the end. Forget the Oblivion crisis. You have started a chain of events that will cause the destruction of all of Nirn. Viera Lerus's death was inevitable. Such as the old prophecies state... "if she is to die, she should not be brought back to life, unless if one seeks the destruction of the mortal plane." You, my good sir, have stumbled across the hidden, ghastly secret quest Bethesda didn't want anyone knowing about. Check your journal. You may find the new quest: "The Destruction of Nirn" in your journal. It is deemed to be one of the most horrorfying quests ever known, to those who have found it, because of all of its loopholes and lore breaking. Well done, you deserve yourself a pat on the back ;)

No. Being serious now :') Maybe just load up an old save? (If your last save wasn't forever ago of course.) Or maybe just skip out on getting Bravil's help, and get their help during your next playthrough of the game with a different chara :) It can be quite annoying when npcs FF, but it's sometimes best to just go with the flow :')
classic oblivion, one of the reason why I play it.
Once I trained armor and block with the rats of the rat lady of the first Figther Guild quest. The Lady somehow detected me while trespassing and followed me into basement, complaining about my trespassing. I rolled with it and cast a non-damagin spell on her, so she attacked me too. After my training was completed I left the house and hid behind it to shake her off, but it didn't work. So I was on my way to the city gate to leave that place and hopefully shake her off outside.

Then the guards came. To my surprise, they didn't attack me.. they attacked the woman (she hit me outside of her house). A short struggle and she began to flee, ran into the fighter guilds house to be never seen again. I didn't check I left.. for reasons.

Later when I vistited the Fighter Guild in Anvil no corpses, so she's maybe back in her house, in a prison cell or somewhere buried. who knows. Such things don't really happen in Skyrim :(

How does it help you? .. ah.. ahm..
you can just roll with it, because it can be fun and give you an unique expierence or google what triggers a friendly npc to attack another friendly npc and try to reset this state. Maybe she has some fine to pay.. you know how the guards are in Oblivion. Look for the NPC related commands and try some things out. I know, it will take a lot of time until you figured it out, but if you don't find your answer online it's the best way to go. The console in TES-games are quite powerful, so .. if you are too annoyd.. just spawn 1000 sheeps to lighten up your mood :)

I've found the solution.

First I made captain as an essential NPC, and watched other guards attacking her.
She knocked unconscious, and because she paid her fine as her blood, the guards were not attacking her after she gets up.

But even then, count of Bravil was keep saying he can't send his troops because of her death.
So I opened the console again, and typed

setstage (Allies for Bruma quest ID) (Bravil quest)
Then boom. Journal says count of Bravil has agreed to send his troops for Bruma.

That was so epic and funny it could be scripted for an original quest, seriously, just randomly decided to check discussions on an old game and this made my night, thx x´D
