Can't change resolution settings and Can't save
For some reason when I try to change the graphic settings on the oblivion launcher, It doesn't save it, because when I start the game It goes to the lowest setting rather then the highest that I changed it too. Then when I try to save my game. It doesn't, even when I try to overwrite a save. Can someone please help me with this.

Btw I'm not using mods

I think the folder with *.ini is marked as "Read Only".

do you hav ei install in C:\Program, C::\Program (x86), C:\Program Files, C:\Program Files (x86) then its the UAC that causes it
UAC can on and off set Read Only
UAC can block many function and break a lot of things...
better uninstall it and reinstall it into C:\games\steam
this way you fully fix that bug

for the future never use Standard folders because of UAC can otherwise break you games and stuff that you installed in UAC blocked folders

UAC= User Account Control = no control (User Account Crash imo)

anything you put in UAC blocked folder will sooner or later give you an headache, becuase you never can be sure that it actually will work.

Ok so i unistalled it and when it's finished installing what do I do then?

Just want to add some info.
After updating windows 10 to version 1904 or later, the OS may ask you to synchronize the local Documents folder with OneDrive.
If you choose to do so, it will also prevent STEAM or the game to create/write "My Game" folder, which will also be leading to this problem.

@Ruvacava, I've been trying to find a solution for the past hour or two, scouring Steam guides, online forums, reddit posts, etc... but your comment allowed me to solve my issue.

It was loading my Oblivion.ini files from a folder in my OneDrive, and wouldn't save any adjusted settings to my OneDrive.

I spent an hour or so also looking for a solution for this issue. The key was to turn off backup of the Documents folder in OneDrive settings:
Click on OneDrive icon in system tray -> Help & Settings -> Settings -> Backup tab -> Manage backup -> Stop backup of the Documents folder.

Thank you so much. Not only did it fix the resolution problem but the game actually runs well now and with better graphics, smoother than before. I wonder if this was affecting other steam games as well? Anyways. Thanks a ton.
