UAC can on and off set Read Only
UAC can block many function and break a lot of things...
better uninstall it and reinstall it into C:\games\steam
this way you fully fix that bug
for the future never use Standard folders because of UAC can otherwise break you games and stuff that you installed in UAC blocked folders
UAC= User Account Control = no control (User Account Crash imo)
anything you put in UAC blocked folder will sooner or later give you an headache, becuase you never can be sure that it actually will work.
Ok so i unistalled it and when it's finished installing what do I do then?
UAC also isn't related at all. Installing the game to Steam's default location is just fine, as Steam specifically disables UAC there. Even if you're running some idiot "cleaning" application that's run through and turned it back on again, that doesn't matter as your game doesn't try to store any settings or save files in the game's installation directory. It sticks them in your Documents\My Games\Oblivion directory instead.
So what you almost certainly have here is a "security program" trying to keep you "safe". Suites such as BitDefender are notorious for preventing the game from writing to Documents. Windows Defender's "Controlled Folder Access" feature can do it too, if you're on Windows 10.

After updating windows 10 to version 1904 or later, the OS may ask you to synchronize the local Documents folder with OneDrive.
If you choose to do so, it will also prevent STEAM or the game to create/write "My Game" folder, which will also be leading to this problem.
It was loading my Oblivion.ini files from a folder in my OneDrive, and wouldn't save any adjusted settings to my OneDrive.
Click on OneDrive icon in system tray -> Help & Settings -> Settings -> Backup tab -> Manage backup -> Stop backup of the Documents folder.
Thank you so much. Not only did it fix the resolution problem but the game actually runs well now and with better graphics, smoother than before. I wonder if this was affecting other steam games as well? Anyways. Thanks a ton.
