Any sentient person would develop a new VR game, rather than creating a supportive mod that is free to use for a game that came out in 2006.
Also there are VR mods for all ID software FPSs up to Doom3, for Half-Life and Alien Isolation, just to name the most prominent ones. Almost all of these have full motion control support too, all made by modders.
The only problem seems to be that Oblivion is just too meh. It doesn't have the popularity of Skyrim, or the cult status of Morrowind, it fell between the two, and nobody seems to care about it too much.
Wat? Skyblivion is coming along nicely. Gameplay demo has even been released. It's a slow project though, it's a huge effort being done by volunteers in their free time so obviously it's gonna take a long time. Maybe 2022. Maybe by the end of 2021 if there's a miracle.
About VR. Never used it but decided to check around about it. It looks like Vorpx is your only choice. Just watched a youtube playthrough from 2 years ago, using walkinplace with it. Looked quite good.
The Morrowind VR mod does not look that good at the moment but bound to improve. It is being developed by OpenMW.
