Report a translation problem
1. (From OBSE installation guide)
And drop Data folder from zip to directory where oblivion.exe is, with merging
2. Drop Blockhead.dll to /Data/OBSE/Plugins/ from blockhead zip
3. I personally used OBMM. Create -> Add archive -> Choose OCO archive that was dowloaded from nexus -> Create omod
Then activate it by double-clicking.
No problems encountered
Did exactly that, several times on a clean install... Still not working...
Perhaps the problem is in OBSE. Did you try another mod that require OBSE? Does it work?
Also, try Archive Invalidation just in case. Both Wrye Bash and OBMM support that. In case with OBMM this option available under Utilities button

yes, it says OBSE is not working, but the instructions are pretty straightforward and I did twice on a clean install.
Make sure the oblivion.exe is a trusted file in your antivirus.
I swear to the gods I think I know what one of the biggest problems is, only took me a few hours to figure out. I noticed that the install instructions for OBSE...
"Copy obse_1_2_416.dll, obse_editor_1_2.dll, obse_loader.exe, and the data folder to your Oblivion directory (where Oblivion.exe is)" can make it seem like only 2 files plus the Data need to be installed. IMHO, laugh all you want, it should read like this:
Copy
1. obse_1_2_416.dll
2. obse_editor_1_2.dll
3. obse_loader.exe
4. data folder
to your Oblivion directory (where Oblivion.exe is)
Being special isn't easy!

OBSE refuses to function properly when loaded from steam, regardless of if I have steam overlay on or off.
Apparently this is being fixed soon, but hot damn does it not feel good.
