Report a translation problem
It says game of the Year.
BUT
the DLC.txt shows that I should have all of them.
ALSO
it shows that I own BOTH titles.
It should say this if you bought the correct version.

Without a doubt it sounds like you purchased the wrong version with the main fact you only have the content from the non deluxe GOTY version.
Also you only get pop ups for some of the dlc after you exit the sewers.
There are two options of game in the Store: GOTY which includes Shivering Isles and Knights of Divines, and GOTY Deluxe which includes a number of small DLCs on top to SI and KoTN all separated in different .esp
You definitely misunderstood. To check what version you have, go to your account details (your nickname located top-right of steam window, that's it). Steam support makes little work in cases like this.
Anyway, from what I have read here I still believe you just bought the wrong version, GOTY instead of GOTY Deluxe.

Where exactly it says that, again? In library it does not show which one version you have, it says just The Elder Scrolls IV: Oblivion. Do you have a list of istalled DLCs located below of the "Play" button? If no, you actually do not own Deluxe.
You also mentioned that you cannot buy Deluxe becouse it says you already own it. The only thing I can suggest is check it again with care what version you are trying to buy. In case of no success, there is only one option: pray to the Divines and see if steam support can help you (with correct explanations of situation from your side)

Perhaps fantastyczna you should read. I have just told you in the post above yours that steam support have confirmed that I DO OWN ALL DLC. They are simply missing

Please just check the ♥♥♥♥♥♥♥ receipt or check through your purchase history to see if it explictly says "Oblivion Game of the Year Deluxe" because it is too much of a coincidence that you'd only have the dlc from the standard goty version. It's such a simple thing to do but yet you can't and/ or refuse provide us with that information.
Steam support can't confirm anything because the dlc is all tied to one thing; they're not individualy listed. At least for me it just comes under one name when viewed in my Steam library.
There almost no reason why almost everyone else who legitmately owns the goty deluxe downloads the dlc just fine, but you somehow magically don't besides the fact you allegedly own the deluxe edition, but you only get standard GOTY dlc.
Try turning off your firewall/ antivrus. Maybe they're removing the esps when you install the game, that is if you infact own the GOTY Deluxe edition
Wow, this really is just about winning the arguement for you isnt it. For your information I checked the receipt first, as I wouldnt post on the forums without doing so. I also made this clear in the first post. So yet again another person who simply refuses to listen. Also steam has confirmed that i do own ALL THE DLC, you conceited person.

All you other people commenting here getting angry are being profoundly dense. GingaNinja1 very clearly has bought the standard GOTY edition (not deluxe) as was evident from his OP and almost every response he's commented with since. He has every right to get pissed off at you lot for persistently asking a question which didn't need to be asked, especially when your response to him pointing out that you haven't bothered reading his OP is to get pissed off yourself.

You should then see an a button called data files click on it.
This is where the dlc is activated and deactivated. Click the dlc on and off it will have a X to show that the dlc is turned on.
I realise it's been months, and that you probably don't care at this point, but:
DLClist.txt is not a reflection of what you own. It simply lists out the DLC available for the game, so that Oblivion knows which plugin files are "official" and which ones aren't.
Deluxe is GotY, but with additional DLC. As far as the Steam store is concerned, that means that owning GotY is the same thing as owning Deluxe (even if you don't own the additional DLC). It tells all Oblivion owners that Deluxe is in their library, regardless as to whether this is really the case.
The main point of confusion is that the only way to buy the extra addons is through the Deluxe bundle... and because Steam thinks you own it, you can't buy Deluxe directly after previously registering the base GotY copy (you have to buy a key from a third-party seller and register THAT, instead). Bethesda set things up in a bloody stupid fashion and a lot of threads get posted asking about it.
