In the meanwhile you could do the basic test table:
1- search for an enemy through the game.
2-save before the combat.
3-turn off the game and turn off one of the mods except for the unnofficial patches.
4-Continue the combat and while the bug still happens repeat process 3 with all the other bugs.
Ps: I notice that you missed the unnofficial shivering isles patch, don´t know if gonna help this problem, but it will help avoid troubles when you get in the shivering isles.
That didn't work how I wanted when I tried it so I just gave up on the HD Texture pack after realizing that was what caused my stuttering/Performance issues on an i7 4790k 16gb RAM and at the time a FuryX.
Now use RX Vega 64 LC.
Although that probably has nothing to do with your crash. I would beware of the mods that are intended to fix the instability caused by other mods such as "EngineBugFixes" although I don't have experince with that specific mod. For me personally I found it best to fix the problem that caused the main issue than my failed attempts to use those mods + other fixes.
Oblivion being a 32bit game it has a lot of memory issues, If you don't have something akin to the 4gb memory patch or what ever that mod was that might help a little bit, but HD Texture packs eat up the lion's share of the game's memory allocation and that can cause obvious issues that simply can't be avoided.
If you're hitting 4gb Memory usage you will crash before then, maybe around 3.5/3.8. Therefore Texture intensive mods can become an issue, it was smooth sailing for me after dumping them but you can still use OR for the effects that you want but I recommend disabling everything and start adding what you want 1 by 1 because IMO it comes with a lot of bloat features such as messing with the first/third person Cameras.
PS: Character overhaul and weapon/armor replacements will be fine, but the super HD texture replacer packs for all of the terrain will eat up a lot of those few GBs of RAM you can use before a crash. So as a general improvement I would start with removing Quarls even though I loved that mod, or maybe if there is a half or quater resolution version or you could manually resize the texture files in GIMP or something? Sounds like a LOT of work though.
I just learned to love the default terrain textures and 60FPS rendering at 5k + some OR effects. - I started with a blank .ini and just copied over specifically what I wanted from the default Oblivion reloaded .ini. That way anything that doesn'y exist in the new .ini is automatically disabled.
PPS: Also BEWARE of removing mods that rely on scripts or changes them, that's a good way to corrupt your save game in ways that might not be obvious until you have loads of issues down the road with no way to fix them.
