1. I installed "Really AEVWD" mod.
2. I changed some things in ini file, to these valours:
uGridDistantTreeRange=30
uGridDistantCount=50
uGridsToLoad=9
fObjectLODMax= 30
fItemLODMax= 30
fActorLODMax= 30
3. I used the console command: setfog 1 1000000, to disable the fog totally.
With these views from above the imperial city:
We can see Bravil and Leyawiin, among other places.

With Cheyndinhal.

We can see Bruma and the Cloud Ruler Temple.

Chorrol, Skingrad and Kvatch

The screenshots are taken from very height, 200 meters over white tower and 400 over imperial city more or less, so the distant land is not very detailed in the lowest nearest lands, the views are better walking normally.
Still very bad distant view, I'll try some other tweaks.
Also, if you really want gorgeous distant land, TES4LL distant land generator is a must, IMO :)
Also, I wouldn't recommend messing too much with the uGridToLoad parameter... it causes more bugs than it's worth it... that parameter just control the number of "active" cells around your character, as in, the cells that are FULLY loaded. Of course, YMMV and it depends on strenght of each rig... but I wouldn't recommend to play the game with that param set to >5.
Here are all the links:
TES4Edit -> nexusmods.com/oblivion/mods/11536, and rename TES4Edit.exe to TES4LODGEN.exe
TE4LL -> nexusmods.com/oblivion/mods/40549
TES4LL can also generate distant land textures too and respect your mod load order, so if you have mods that alter the landscape (like ULs or Elsweyr) they'll be present in the generated distant landscape.
EDIT: This is how it looks in my game when I disable the FpsManager in Oblivion Reloaded and max out visibility settings:

http://steamcommunity.com/sharedfiles/filedetails/?id=1232802520
Of course, I can't play like that... I only get ~13 FPS :D So, Oblivion Reloaded Fps Manager is a must for me :)
As you said uGridToLoad is very unstable, I had CTDs every few minutes and there are some bugs too, so I already turned to vanilla setting.
I'm going to install tes4ll-v5 now to see the difference, thanks for the advice!
I use
uGridDistantTreeRange=30
uGridDistantCount=50
Dunno if its needed when using Really AEVWD. Also, there is some colourwheel patches that will make Really AEVWD a bit better.
