What kind of troubles are you having? You don't say much on your post to guide any possible advice...
Those are the easier overhauls to install, specially Maskar's as it's only two types of main files (a single ESP and a few BSAs) and all its related INIs.
Load-order-wise, just be careful to load Maskar's ESP below (after) the Bashed Patch, if you have one.
Oscuro's Overhaul packaging has changed a bit in recent times and I'm not completely up-to-date with that, as I'm still using a version from about 2 or 3 years back on my install (shame on me, oh well... but stable install trumps over updated install any day for me :P) but from what I heard, their last versions also has a new INI file that lets you disable the stuff you don't want from it (unless I'm completely wrong, if that's the case, sorry...)
Installation can be done manually, you only need to make sure to copy all the files needed to your Oblivion\Data directory and then skim over the INIs to make changes that suit your playstyle/tastes... in the case of overlaps (like trapped chests and bashing) you'll have to chose which of the mechanics you want to keep, either OOO's or Maskar's, and edit the INIs accordingly. Otherwise, by default, Maskar's will detect you have OOO installed and will disable its overlapping features.
In the case of Oscuro's, I believe its BSA file is in an archive that you need to download and install separately from the main download, or else you'll have yellow missing meshes and purple textures all over the place.
In the case of Maskar's, you normally need to install the big download first and the overwrite it with the update files on top of it.
As always, installing manually is an option, a good one for small mods, but if you intend to keep at it with modding the best option is to use a *good* mod manager, which for Oblivion means either OBMM or Wrye Bash... Vortex is not well recommended, unless you just use it to download mods and then install them with other mod manager. And also use BOSS for sorting your load order, not LOOT... unless things changed recently (which again, I may not be up-to-date totally, and again, sorry if that's the case...) LOOT used to be not good maintained up to par with Oblivion mods, general speaking at least.
Which mod says that? Maskar's?
First, be sure you have OBSE correctly installed as you need OBSE for Maskar's to work correctly.
Second, be sure to have copied the Maskar's Oblivion Overhaul.ini that comes in the archives to your Oblivion\Data\

Third, be sure that if you edited the INI, there are no errors/typos/problems with the values you changed.
Other than that, I don't really know what else to suggest :/
If the problem comes from Oscuro's Overhaul, then as I said earlier I have no experience with the newer versions that require an INI, so I wouldn't be able to be of much help there :/
