Report a translation problem
I've had similar problems with the training icon not showing up for a trainer in Cheydinhal. I exited the building and engaged another NPC in dialogue, re-entered the building and the icon appeared. I've had to do that twice already even though it was the middle of the day. Oddly, the first time I encountered the trainer was after midnight and the training icon was active.
The times I've done that Mage's Guild quest, Mercator wouldn't answer until almost exactly 24 hours had passed, almost to the minute. The suggestion that you return at the same hour of the day sounds like the best bet.
Try talking to the other NPC like the steward who will refer you back to Mercator. Sometimes that will set things back on track.
According to the Wiki though, the unofficial patch fixes this.
