Yes, it’s a graphics overhaul. It can do some very nice things, but it can also cause many problems with its settings and conflicts. Unless you are very experienced with config settings, you should stay away from it.

Both are separate executables that allow you to alt-tab/minimize oblivion without crashes.
Yes, this is 100% true.
I always just open the menu (Press Escape) then hit ALT+TAB and im out, without mods. And no bordered window or anything like that either. It might crash after going back in though.
