The Elder Scrolls IV: Oblivion Game of the Year Edition (2009)

Missing files
I installed this game a few weeks ago. It was running fine, but I noticed a few things missing, namely the DLC. The two main DLC, Shivering Ises and Knights of the Nine appear to work fine, but all the smaller DLC such as Spell Tomes and Thieves' Den were automatically turned off. When I turn them back on, the game will not run. According to Nexus Mod Manager, the esp files for these DLC are missing. Any ideas what the problem might be?

I checked the data folder for Oblivion, and all of the files seem to be where they belong, yet the DLC plugins don't work. The game acts like they don't exist.

EDIT: Sorry, I was thinking of Morrowind, where you have to manually install the official add-ons.

All your files (DLCspelltomes.esp, DLCthievesden.esp etc... are in "Steamapps/Common/Oblivion/Data" where they belong?

Yes. I made sure all the file were where they were supposed to be. I found a suggestion elsewhere that the .ini might have been bad. So I renamed the old one and launched the game, allowing it to create a new one. The DLC worked, but my mods were all disabled. Nexus Mod Manager still seems convinced that the .esp files for the DLC are missing. Perhaps the fault lies with NMM, in which case, I'm not sure what to do about it.

I think I've found the problem. NMM's directory for Oblivion seems to be in the wrong place. I think that's why I can only seem to get either the DLC to work (via Steam launch) or the mods to work (via NMM launch). I'll see if changing the directory and reinstalling the mods fixes the problem.
