Paranoia Quest
After spying for that npc all day, and going to the place we are supposed to meet at 12 am Glarthir doesn't show up, if I teleport him to me, he just says "I told you not to speak to me in public..." and just leaves

UESP[en.uesp.net] reckons your best bet might be to load an older save and retry the quest. Failing that, if you teleport him close enough to the exact point where he wants to meet you, he should become more talkative.

If the worst comes to the worst you can just setstage your way past, by picking your desired path from the linked Journal Entries list and jumping to the next step with this command:

setstage MS38 <stageNumber>
