Disenchanting/enchanting weapons

Is there a way to remove enchants from weapons, or add new enchants to weapons like in Skyrim?

No disenchanting, but you can enchant but you need to get into the arcane university (so have to do all the mages guild recommendation quests) or of you have frostcrag spire dlc, you can buy items from the imperial city to enchant at your tower.

Also oblivion gates give sigil stones at the end that give you a random enchantment to put on gear, and they scale as you level up until about level 20 or so .

Typically you save right before taking the sigil stone, then once it's added to your inventory you can see the enchantment and reload if you want to try for a better enchantment
