Your skill is for both single handed and two handed weapons.
And the block associated perks based on skill progress also doesn't have any affects on H2H. You don't throw any counter punch even if you're expert at block. You have to progress H2H skill to gain a block associated perks for H2H.
Skill Benefits
Your Hand to Hand skill controls how much damage you do with your fists, according to the following formula:
Health_Damage = 1 + 10.5 * (Strength/100) * (HandToHandSkill/100)
make a male khajit for more h2h dps or female khajit for more endurance.

Unique Items: A list of unique items, several of which fortify the hand to hand skill. These items do not include Leveled Items such as those received from quests, or Artifacts.
Unique items include:
Bands of Kwang Lao are unique light bracers (they are equipped in the gauntlet slot), that fortify hand to hand by 20 points. They can be found in the Arena District in a locked chest.
Hands of Midnight are unique light gauntlets that are sold by M'raaj-Dar in the Dark Brotherhood Sanctum. Among other things, these gauntlets fortify hand to hand by 10 points.
Helm of Ferocity is a unique heavy helm that can be bought from Agnete the Pickled at the Hammer and Tongs. Among other enchantments, it fortifies hand to hand by 5 points.
Dialogue
Generally, yeah, at higher levels once the enchantment aspect takes over the damage, faster weapons (which tend to be small one handed) are better.
On lower levels, physical damage still matters.
I guess one additional benefit from using two handed heavy weapons (especially blunt) is that they can cause stagger more easily than one handed weapons.
Don’t forget the Pugilists Gloves. Although I can’t remember their exact enchantment, it may have been ‘adds x damage to H2H’
fortify h2h by 8 points but they come 2nd to kwang leo who ahs 20 point since both are gauntlets.
