You are right if we talk about in game HDR vs Bloom in the original version of game, then Bloom was recommended to be used.
Oblivion Reloaded (mod on Nexus) do offer a newer version of HDR which is compatible with today's video cards, so I would be careful to just blame HDR without knowing more.
HDR works well on my system with GTX 970 and HDR enabled from within OR and in game settings.

To summarise: IF vanilla, set to any quality, but disable HDR/switch it back to bloom.
IF using mods, ask your question with more information, IE specs, mods in use, etc.
