I think the organizer was DarkRider one of the owners of the TESA forums (TES Alliance...) perhaps you could look there to see if there's still some of the mods around?
I remember some great mods being produced there at those times! And the winners were always amazing mods!
EDIT: I remember now, Dungeons of Ivellon (not related to TESA forums) was one of the mods I was thinking of when I first read your post. Is not an horror mod per-se, but it has a seriously creepy atmosphere to it, and it's really a cool mod all around.
Also, I remember two more mods from the past: The Darkness of Castle Hei-Li (I didn't play this one myself, not sure if it'd be appropriate as horror mod or not!)
The other one is the Ancient Towers by WillieSea, really cool mod with some creepy parts to it too in the quest before you get the towers :P (At least, IIRC... might be that I'm confusing mods again x.x)
