Solution to Deepscorn Hollow Missing Items/Quest Bug
Upon receiving quest indication to talk to Rowley, go to the waynett inn at night, and wait until hes sitting next to the fireplace on the steps inside the waynett inn, and then and only then will he have the upgrades available.

Found this to be a fix for my issue also having the Unofficial oblivion patches installed but Deepscorn upgrades missing.

also make sure the load order of the unofficial DLC patch is correct, I.e - the patch is loaded after the DLC's themselves are loaded
