The magnitude of Dispel is the magicka cost of the stongest spells it can remove, if I remember correctly. So if you drink a Dispel 100 points potion, any current spell effects on you that cost less than 100 magicka to cast will end immediately. You don't get to pick which ones, so it will also remove buffs like your Protect or Starlight spells if you have them active, for example.
This only works on effects from spells cast on you, by yourself and/or enemies. It can't remove effects from scrolls, weapons, staves, lesser powers, greater powers, diseases, or poisons.
The main thing you need Potion of Dispel for is to get rid of Silence spell effects, from ghosts and enemy mages casting Hush, Mute, or SIlence on you. Even if you know a spell like Major Dispel, you can't cast spells when Silenced, so it's good to have a few Dispel potions handy for that.
In theory Dispel would also be useful for getting rid of damage-over-time spells like Shocking Burst, but enemies rarely use these on you and the durations are very short anyway.
It's really that different.
