Type TLC + [enter]. Try to move out of where you are stuck into a safe place and disable TLC by open console again and type TLC + [enter] again.
According to another Steam thread who was stuck like you. Player solved it by not target anything, only press enter directly to activate this mode. If you are stuck on a horse, then you might need to first point on horse to tell game engine that it is your horse that need to be able to move. Then you press enter and move to safe location. Disable TLC to regain normal collision mode in game.

Another option is to try to teleport (use map) to safe place.
OK...then provide us with more relevant information as all we know by now is that you don't have any mods running and can't access console or map. That isn't much to start suggesting what might happened.
We need to know what hardware and OS this happening on. What did you do before you got stuck and where exactly in game world is your character being stuck?
Without access to console or map it will be very hard to actually suggest what you can do to get of that spot. Have you tried to go to an earlier save game?

I was just in the Imperial city when I didn't want to play anymore.
Then I came back to the game just to see I can't move nor can I jump.
I tried loading earlier saves, also no success.
Help is appreciated.
You could create a new game=new character, just to see if everything is working as it should when you leave tutorial in the Sewers. Name this character Dummy or something which make it easy to identify when you want to delete it from save games (hold down shift and click) after you have confirmed that you can move and travel (use Map) around in game world. Don't spend time on look or build with this character as it is only meant to see if game is working as it should.
Verify that no files have been damaged (maybe your computer went into sleep mode while it was writing to hard disk?) by going to your Steam Library. Right click on Oblivion>properties. Find where you can see that option to do a verification of your games cache and run it.
It might take some time as it checks that each file is the same as the original stored in Steam database (against check sums) and will down load files which isn't identical to that check sum.
Make sure that you either move out save games to another folder or just delete content in /My Games/Oblivion folder as this is part of your personal content (will not be changed or moved by doing verification). Here you should find all yoursave games files, screen shot (if you use in game screen shot from Oblivion [must be set in Oblivion.ini to take pictures] - better use Steam or driver from you video card to take screen shots today) and some other ini-files.
It is here you will find Oblivion.ini which is a text file (can be read with Notepad). This file is where main setting will be stored for Oblivion. If this file is missing it will be created a new one when Oblivion are starting, so you can start over with default settings. Oblivion.ini is a very well documented file, so you better use search on Internet if you want to know more about what each setting means or where to find it if you didn't find it with a simple search in Windows Explorer.
More then this I can not help you as it seem that you do not have access to console, map and can't interact with save games.
Make sure that deactivate sleep mode/Hibernation on your laptop in Windows Settings and use a keybind to manually control this if you really need it (Power Button). Sleep mode and Hibernation isn't working in the same way on older devices as hardware have changed how to enter different power states which Windows use to enter these modes.
Windows 10 might also restart by itself to install Windows Update, if you have not set up some periode during day/night which Windows should wait even when you don't type or use computer, so in general avoid leaving a running game (or apps) like this in the future.
**I don't know which OS you use, but it is the same for every alomst every Windows version up to today. OS needs to be able to read different power states from hardware such as traditional hard disk, GPU and CPU among other to transfer from RAM to HD (Hibernation) or to power down RAM (sleep). Windows 10 had some problem while in early stage and even today it is hard to pin down all possible hardware combination that might make some sleep/hibernation unstable.
