When should I start playing the DLC?
And which one should I start with? I have the deluxe edition.

When ever you feel like doing them.

The Shivering Isles can be done right from the start with a new character. You should get a message about the portal appearing after a couple of in game days.

You can get a better reward from getting the parts for the Orrery if do it at a higher level.

Early in the Shivering Isles you get one of the better swords in the game, but its power is also dependant upon your level at the time you obtain it - you need to be at least 30 in order to get at its best.

I agree with waiting until at least level 30 to get the best versions of all the itmes. Also, I usually start small doing the plugins, then KOTN, then Shivering Isles. But of course, its your choice!

If using mods isn't a problem for you, use AULIAS. You can do any quest without worrying about your level.

Only start the shivering isles after your endurance is maxed, then get addicted to feldew, and don't cure it, then level it up again to max endurance and cure the feldew addiction, this is the most effective way to get the most health points possible. If you want to play just for gits and shiggles, go whenever you want.

Only do this if you want to do chores, and not play a game for enjoyment. I wouldn't recommend this at all if it's your first time playing dlc. But is fine to do with better understanding of the game and trying to power game

As for the rest, knights of the nine can be done at any level as you can level up your crusader gear to your current level by putting it on the mantle at any time.

Shivering isles can be done whenever too as all monsters and gear have tiers that scale up to about level 30. But I'd recommend not doing it til level 20+ for best experience.

Narrative wise it also makes a tiny bit more sense to do shivering isles after the main quest, but is definitely not necessary at all.

All the rest of the minor dlc are literally just house mods with tiny quests attached to them, can be done whenever.

Except mehrunes razor, that's a massive dungeon mod that's better done mid to high level. And the orrery is just a small quest mod that can easily be done at level 1.

I start a game with Shivering Isles, Knights of the Nine, Spell Tomes, and Horse Armor enabled.

If/When I join the Mages College I enable The Orrey.
If/When I become Arch-Mage of the guild I enable The Wizards Tower.

If/When I become Gray Fox of Thieves Guild I enable The Thieves Den.

If/When I become Master of Fighters Guild I enable The Fighters Stronghold.

If/When I become Listener of Dark Brotherhood I enable Vile Lair.

If/When I have completed the Main Quest and Shivering Isles I enable Mehrunes' Razor.
